I used to have an SV. I went down one tooth on the front sprocket and it made a slightly noticable difference. Going from 15/45 to 14/47 is going to make a definitely noticable difference and you will FOR SURE loose top end speed. On most bikes either just going down one in the front or up 2-3 in the rear is enough for most riders. Doing both is just a little too much in my opinion.

I dont think you will notice a drop in top speed. On paper you will, but in real life, you wont. When your bike is topped out, what RPM are you at. You are not maxed out on RPMs, you are maxed out on power. If you drop gearing, you will be at a higher revs at that same speed. This means when you are at 130MPH you are higher in the powerband than before, allowing you to have more power at that speed to accelerate with. If you change the gearing, I think you will be limited by RPMS on how fast you can go, but I think the limit will be the same as before, when you were limited by power.
I don't think with a -1/+2 change you will have enough "extra RPM's" to get you up to the top speed that you were at before. Yes, I may be wrong, but I have a feeling I'm not. We'll have to wait and see here. :)
