Well, earlier I hooked my mity-vac to one of the vacuum measuring holes. When I started the engine the gauge would jump up to a reading and fall back down, jump up to the same point and fall back down, again and again.

I'm pretty sure there was no leak in my equipment. Is this normal or should the reading be steady?

its normal

because your getting a vacuum from one cylinder instead of all 4 at the same time.

If you put the choke on, the rpms will increase and the piston moving faster will steady the vacuum reading.

You can also pinch the vacuum hose slightly and this will steady the needle too. But you need four vacuum gauges when you sink carbs. Because some bikes will sync two carbs at a time.
