i found a nice bike however it is lowered both at the front and the rear. How much does it usually cost to raise a bike back to stock specs???? would i need to buy any additional springs/struts or is the stock suspension made to lower and raise like that??? i just want to see how much i can lower the price of the bike if i'm going to be buying the bike and then getting a shop to raise it back up for me.

You didn't mention what model bike, but generally if done properly, the forks are lowered in the tripple clamps and the "dog bone" (link between the rear shock and frame) is changed for a longer one in the rear. This lowers the front and rear the same amount keeping the steering geometry about the same as stock. They probably still have the original dog bone, so all it should take worse case is a couple hours labor in the shop. A new/used stock dog bone probably isn't too bad if needed as well. Ask the sellers how it was done.

The question I have to ask is: why is it lowered? Is it a short person or was it drag raced (abused)?

the current owner is an asian girl, so that tells the whole story but yea she had it lowered because it was too high for her. and didn't feel comfortable on it.
