Correct.
For leather pants that are worn inside boots, you measure to just above the ankle bone.
For pants worn over the top of boots, you measure to just below the ankle bone.
Also- even though your inseam matches the one for certain pants, the location of the knee armor is not always the same. Many companies have adjustable knee armor that takes care of this, others do not.
Just another reason that buying pants over the internet sucks. I find that usually if the inseam matches, the knee armor is damned close, though.
