Default RS front end rebuild question

Hey Triumph guys!

My friend is looking at a 2002 RS to buy but the front end is gone. From the pictures he sent me, the forks look great, the sides and rear is perfect, just the gauge cluster, front fairing stay, front fairing, windshield, and the other knick knacks are missing. He also told me that the mounting hole, I'm assuming for the front fairing stay, broke off and needs welding.

How hard, costly, is it to rebuild the front end? He's fairly new to motorcycling and I think he's getting into too much, knowing too little. Will a Speed Triple front end bolt right up?

The seller is asking $3k which I think is a little high, being backed up by a salvage title and all.

Any comments will be greatly appreciated. Thanks.
