Well my son is getting to the age that he probably shouldn't have full access to the internet. Is there an easy way to set up two different settings (users) for this computer, so that I can log off as an unrestricted user, and then he can log on as a different user with much more strict content rerstrictions? It probably should have some type of name and password log in if possible.
I'm running Windows XP. It has a place in the control pannel to set up User Accounts. Do I just have to go in there and set it up? Is it that simple?

The best way is to get a Norton Internet Security by Symantec, it has a parental option that can restrict a user. You can just choose an option for a user as "child" and it will restrict anything that has "sex, gambling, etc..." in a website.

Assuming you're running IE6 on WinXP, you can also setup and configure the "content advisor" which is under Tools | Internet Options | Content. It may not be as thorough as the Norton software (as I've never used Norton), but it's there already with IE and better than nothing.
You also might want to make him a "Power User" or "User" as opposed to an account with full administrator rights which is default. Assuming you're using Win XP Pro...
My Computer -> Manage -> Local Users and Groups -> Users > "click name" -> Properties -> Member Of <tab> -> Add -> Users, (also remove "Administrators" if appears in this box).
That way he'll won't be able to mistakening download and install sketchy programs or malware, etc.
You block it at home and you will force and make him want to search it out elsewhere....Setting up the second account alone will not perform what you want. You will have to get something that has parental controls....
