Learn C. Learn to convert binary to octal to hex and back again until you can do it in your sleep. Read every RFC document you can get your hands on, and memorize every minute detail of every standard within the OSI model.
You don't just 'start' hacking. There's no more than a handful of REAL hackers out there, most are just script kiddies who modify perl scripts to suit their needs.
1. you better really know your shit before you start
2. besides c and perl, you better learn unix -- inside and out. (not so hard to do, but just another obstacle).
3. you better really know your shit before you start, because the minute you know enough to get in trouble (you'll have someone knocking down your door).

First lesson, in the command prompt (Most hacking is done in DOS so get used to typing alot in the command prompt box.) Type Deltree C:\ when it asks if your sure type yes. Very cool trick for the first timee haxor
The original meaning of hacker was someone who knew something inside and out. That's what you have to do.
Think about bike knowledge. If you know all about your bike, you're beginning to understand. If you know all about Kawasaki's, the entire line, every aspect of performance, setup, wind resistance, weight, of every bike. You're becoming a hacker. If you find little tweaks that improve the performance or the other items, if other people know your name as someone to come to, then you're a hacker.
It's the same with a computer hacker. As others have said, you have to not only know everything about how a protocol should work (like IP), but how it does work on the target platform.
There are hackers.
Now if you're trying to break into systems, shut down networks, etc, then you want to be a cracker. Same idea but more on the destructive side. If that's what you want to be, then

don't be a fucking moron and post what is now a federal offense on a public forum where big brother can be watching. the penalty for hacking a computer is a bit more harsh than murder.
Second lesson.

Come on, dude. He very well may know what 'hacker' means, and mean it. Not everybody uses Fox News definitions.
Quote:
hacker: n.
[originally, someone who makes furniture with an axe]
1. A person who enjoys exploring the details of programmable systems and how to stretch their capabilities, as opposed to most users, who prefer to learn only the minimum necessary. RFC1392, the Internet Users' Glossary, usefully amplifies this as: A person who delights in having an intimate understanding of the internal workings of a system, computers and computer networks in particular.
2. One who programs enthusiastically (even obsessively) or who enjoys programming rather than just theorizing about programming.
3. A person capable of appreciating hack value.
4. A person who is good at programming quickly.
5. An expert at a particular program, or one who frequently does work using it or on it; as in ‘a Unix hacker’. (Definitions 1 through 5 are correlated, and people who fit them congregate.)
Seriously, dude, if you're hoping to pwnz0r some kid's windows computer, fuck off. If you're serious about being good with systems, here's what you do.
While I'm very much against the GPL, the best way to get the hang of Unix-like systems is to check out Cygwin (www.cygwin.com) or CoLinux (www.colinux.org). Grab a copy of one of the two, make sure you get gcc et al along with it. Cygwin is easier, whereas colinux is far more powerful. Learn to use vim. Learn C. Learn perl. After a while, get a spare computer and set up BSD. You can grab a free copy of OpenBSD at www.openbsd.org
