I'm not an expert on wheelies, infact, last week I pulled my first ones up.
At first, I was doing these dinky little 1" ones off the ground, maybe starting at 15-20mph. After 15minutes I was like, F this, so I clutched the same way, but revved it up 5k more rpms(before i was revving like 2k rpm) and it popped up like a foot, which felt like 3 feet. Caught me kinda by surprise and I slammed it down, hit my balls, hurt like a bitch.
Now I can pop up 2.5 footers and land it softly. I just get going about 20mph, pull the clutch in just past the friction point, open the throttle up from 4k rpm to about 8-9k rpm, and pop the clutch out. Keep on the throttle and ride it out a little and ease the throttle shut.
I dont really know what the definition of "feather the clutch in" or fanning it out, but I imagine it to be quick but smooth. I kinda just pop it out. I dont just totally let go, but i let it out fast but im in control of the speed it goes. Its definately not letting it out slow.
I'm on a '94 CBR600, so you're bike will definately do it.
