I agree, but his quote is correct. Most bills introduced are indecipherable due to all the earmarks,subsidies and basic bullshit loaded in the bills.

Until bills become legislation, instead of party appeasement pieces, things will continue this way.

no, and therein lies the problem. one guy sneaks something in, another sneaks something else in, and yet another sneaks something else in... Then none of them bother to read the damn thing, the President suggests that it's "urgent" that we pass the bill, so even those who would take the time to read the bill they're voting on don't have time to do so... and they wonder why the people don't trust them and there's growing discontentment with our government.

How about this. If you don't read it, then vote NO on every bill that comes down until you have time to read one. That way you do no harm from your stupidity. They shouldn't collect paychecks either if they don't read the legislation they vote on.

Speaking of voting. If this crap actually passes I suspect people will be angry enough to remove everyone in office who voted for it at their first opportunity.

read it. good points. I think it was PhilB who suggested on here it should be MANDATORY for a senator and/or congressman to read the entire bill before voting on it. They would be required to sign a statement of fact that they had read it (not their assistant read it and gave them a brief synopsis, but that they had read it themselves and understood exactly what they were voting on). There would also be a 72 hour waiting period (at least!) after a bill was written in its final form before it is allowed to be voted on. I'd make it two weeks because that would guarantee they had time to read it. Exceptions for emergency situations - such as being attacked by the Japanese at Pearl Harbor, or 9-11, etc..., but ANY bill passed during an emergency for that purpose would have to be revisited within 90 days before being made law and would then be subject to the above rules.

None of 'em, I bet.

There's a law in Washington State which requires citizen initiatives to address one specific point and one only. If you try to do two things with an initiative, it gets tossed out even if it wins the vote. The local jackass initiative kind, a snake oil salesman named Tim Eyeman, has used this rule to great effect. He comes up with some populist pap, gets it on the ballot, it wins, and then gets tossed out. Then he feigns outrage about the unaccountable courts and starts the process all over again. But, the rule makes a whole lot of sense.

Taken as a model, something like it could be used to clean up legislation in Congress. If unrelated provisions automatically invalidated a bill, then the system might start having a bit more clarity. If a Senator or Congressman snuck in a provision which then invalidated a very popular or very necessary bill, it would be pretty obvious who was playing games.

It will never happen, unfortunately.
