This is a really smart move on a couple of levels. It will allow his campaign to keep the grass-roots organizations they've built active through the summer and its a great way for Obama to do some soft campaigning to target independents, cross-over Republicans and Hillary Clinton supporters.
Announcing it now is a really smart move, too. It won't be lost on the undeclared super delegates who are party officials that such a voter registration drive will benefit Democratic candidates up and down the ticket. This is showing them that he is going to share the wealth of his popularity and donor base with other Democratic candidates. He's setting up a situation where their vote for Clinton will be a vote against the party as a whole. This is smart, subtle, but totally hardball politics.
