14.5mm. .50 cal would be 12.6. The difference of 2mm in diameter is about the same as the difference between 9mm and .45 (~ 11mm, give or take) so it's not insignificant...

That's the law as written. The old Nitro Express stuff was not black powder, but generally is old enough to qualify under C&R status.
I'd be very curious to see exactly what and how the 14.5mm you quote got a DD exception, and on what grounds. The law as written does not provide for such exceptions.
