That's the law as written. The old Nitro Express stuff was not black powder, but generally is old enough to qualify under C&R status.

I'd be very curious to see exactly what and how the 14.5mm you quote got a DD exception, and on what grounds. The law as written does not provide for such exceptions.

Has there ever been a clear definition of "common sense regulation/laws"?
We all know "common sense" isn't a quality a vast majority of politicians possess.

No. "Common sense regulation" is a buzzword to introduce increasingly intrustive regulations on firearms in an effort to eventually legislate them away - or at least the ability to use them effectively.
