This is pretty interesting. From my own readings, CIA is never directly involved in the thuggery, they usually contract that out to organized crime syndicates. Like the mafia. Assassinations of people the CIA wants to get rid of, and other black ops are almost always carried out by these crime organizations. Even serial killers will be contracted, Henry Lee Lucas being an example.

'Extraordinary rendition', which the US government has been doing for a few years now, because it thinks it can bypass the legal requirement of actually having any evidence. There's a ton of evidence out there that suggests the US government blatantly flouts International law and human rights, and with the tacit approval of other western governments.
