Google natural listing is ranked by number of back links. Basically, the more sites that have links to a certain site/page, the higher up the rank that site/page will be.

This could be an indication of how the netizens feel about our current administration.

I understand how it works, but somebody had to "make" it happen. I just think it says a lot that it's the first thing to pop up. Somebody picked a pretty funny way to say something.
