I think you are confusing safety techniques with release from shooter responsibility.
No, I am placing the blame on the person who made the mistake. There are certain things you do to keep from getting hurt. If you do not do these things, and you get hurt, it is your fault.

Cheney SHOT someone in an ACCIDENT. It is not the target's fault! You do your best to be seen, but, in the end, it's the guy who pulls the trigger that's ultimately responsible.
It's an ACCIDENT. Shit happens. It's not an indictment of your political beliefs. It's the guy who got shot's fault because he was standing there when Dick Cheney fired.
It's completely nuts to think that he would be able to identify a target before he pulled the trigger. That's absolute craziness!!

I think most here take it for what it's worth, but there are some(particularly one) who in every thread never come out an say exactly what they mean. They only try to hide insinuations with comedic relief and it gets annoying. Haha, funny, I'm kinda insinuating right now!
He shot the dude. He is supposed to know his target and anything in the firearm's path that the shot might hit. Seems pretty cut and dry to me.

haha...I hate Dick Cheney because he represents all that is dark and devious in American Politics and Corporate behavior. Him shooting someone is the least of the World's worries. Dick Cheney is probably indirectly responsible for someone somewhere getting shot every day.
I thought the same thing as you eefz6. I don't hunt quail too often but I have hunted pheasant with a group of guys and all safety relies on everybody staying in a formation. Then the other guys know where to shoot and not hit anyone. When someone leaves and is near they should let the others know of their position. Cheney probably saw the bird locked on to it and the only thing he saw was the quail. He then probably shot where he believed there was no one there. All a big accident, the same kind that happens at least a thousand times a year. But since it is a vice president involved who half the world doesn't like then it is all over the news and just puts a bigger bad mark over the heads of those around him.

You're also not supposed to go down range during a live firing excercise. What can happen to you if you break this rule?
This is smallbore shootgun bird hunting, and the participants know (or should know) the rules, and where the live fire cone is at all times.
No kidding there!!! Guess these guys will not graduate from the hunter's safety program huh?
