per se, it's due to the perimeter brake disk, same as a Buell. More accurate steering, no reason for that to be the case, that I can see (especially on that bike).
Main advantage: looks cool.
Disadvantage: really big low-friction bearings are expensive and hard to make reliable.

I think on that bike, it's with a big roller in front of the rear tire that drives it by friction. Probably not your most practical longterm solution.
