Because driving too slowly is a much stronger indicator of something being wrong with the driver, either chemically or medically, than speeding, which is normal.
More defendants should use that argument, since 99% of DUI arrests start out with a traffic stop for speeding.
Speeding is actually proof of sobriety, since it requires more skill to drive faster, less skill (impairment) to drive slower.
Alcohol in moderation improves driving skill, since alcohol is a stimulant, up to the point of overdose, when it becomes a depressant. Just like water.
The only times cops have real PC to arrest drug dealers, is when a drug addict dies by OD. That's the only time an actual crime has occurred. The only useful punishment is for the drug dealer to stay out of jail, working a full-tiem job, paying resititution to the family of the dead victim.
Going to prison costs all taxslave$ $50,000/year per $lave in prison (paid 10-cents/hour to put US workers out of work), and serves no useful purpose to society.
As a resident of Cleveland/Chattanooga I can attest to the fact that a speed that slow really is strange. Market Street is in the middle of downtown where a few bars and such are and people usually go waaay too fast on that road. the Market Street bridge always scares me.
I don't drive in downtown Chattanooga very often, but when I do I drive slowly because I'm lost.
