What needs to happen is what's commonly referred to as "the jehovas witness" approach.
Isolate addresses containing soccer Mom's driving UAVs, gather a small group (2 or 3 at most, don't want to be threatening), then go around to the predetermined houses spreading the word. Make pamphlets and flyers to give to them, that is the key.
