Food for thought... the wheels are only there for reducing friction with the ground. Ski's could be substituted for wheels.

The only way the motion of the plane could be tied to the motion of the conveyor belt is if the wheels generated enough friction to move the plane. Since the wheels are relatively frictionless, they can spin at any velocity they want and not effect the motion of the plane.
