(09.15.04) — Marion Barry, the former mayor caught smoking crack on an FBI videotape, staged another political comeback Tuesday, ousting an incumbent city councilwoman. "We've got a new Ward 8," Barry told the crowd chanting his name at a victory party.

The man once dubbed "Mayor For Life" won the nomination for the Ward 8 council seat — the same post he won in 1992 after serving six months in prison for his drug conviction. He used that as a springboard to a fourth term as mayor in 1994.

Councilwoman Sandy Allen declined to address her supporters who gathered at a neighborhood restaurant, but conceded defeat to reporters. "There are people out there who only vote when Marion Barry runs. You can't figure them in to your projections," Allen said. "I will always work with whoever the council member is, whoever is the people's choice."

It wouldn't be DC without the disenfranchised. They don't even enjoy the the Right to representation in Congress. Second class citizens are ripe targets for a message guy like Barry.

So basically you are saying that representation is a priviledge, not a right?

The lack of representation in DC has it's roots in the idea of a Federal City, a place of government not representing any people. Today that is not a fair representation of DC, home to many residents. The tradition continues because Republicans want to limit Democrats influence and DC -- following the ins and outs of politics closely -- is a Democratic stronghold.

Democrats could have done it, you say. They've never had the super-majority necessary to get it done. So the reason DC residents continue to be unrepresented -- and constantly interfered with -- is an attempt to stifle democracy. Nothing more.
