It's a relative weight description:

A 125cc is lite. And its lite-er than a 250cc bike.
A 250cc bike is lite-er than a 500cc bike.

Et cetera. See the pattern...?

Nah - Soccer pimp explained it. People also use it to reference bikes a little bigger or smaller than than 1000ccs but never something like a 1300.

Am I off the hook because they were there when I bought the bike? Or am i still guilty because I haven't removed them?

(BTW, it is perfectly LEGAL in Japan to ride, at night, with all kinds of disco-shit bling on your bike that can be seen from space.)
