I think it's a matter of TOTAL throttle control under ALL circumstances/situations that takes a long time to master.
You're right, any dummy can keep their wrist steady at 40mph in a straight line. But what about through a corner? What about setting up for multiple turns? There's also clutch feathering, etc.
^ There's more to throttle control than just a steady hand. And there's more to riding than just throttle control.

Reading threads like this is interesting. People post claiming to know it all when infact they know shit. And the shit they know is wrong ha.

That's why it is important to some idea about the people you take advice from. Its one reason the I created the Riders' Resume sticky at the top of this forum. The best advice comes from riders who have ridden for a while because they have had the chance to do things over and over.
Remember though that there are people who really understand what is going on, but because they learned it on their own they don't have the words to explain what it is they feel when they make a certain input into their bike's controls.
Interesting discussion here and good question. What I find most interesting here is that no one has actually defined the term Throttle Control. What IS throttle control? TC is not simply about twisting the throttle and making the bike go forward. There is much more too it than that, hence the reason why it is such an important skill, and one that takes a long time to master.
"Throttle"= a device controlling the flow of fuel or power to the engine. "Control" =the power to influence behavior or course of events.
Throttle control affects how well you are able to control the motorcycle in various situations. Most people have admitted here that a smaller bike is going to be easier to control than a larger more powerful bike...take the Moto GP bikes for instance, would you really want a new rider to jump on one of those and feel comfortable twisting the throttle? The output of power is going to be very different on that bike than a smaller more mellow bike.
However, I think the biggest point here is to get new riders to really understand what throttle control is. What is throttle control? What is the purpose of it? How do you execute good throttle control? Do you enter a turn off gas, turn the corner, coast through the turn and then pin it to come out? Do you go in and get on the gas as early as possible and roll it on throughout the remainder of the turn? Do you cary steady, maintenance throttle through the corner? How do you really define good throttle control?
