Default is all the 250 the same?

is all the 250 bike the same, or does it have to be a ninja 250 in order to be good for a learning bike?

as far as a good learning bike, the 250cc class is good but if you want that sportbike look/feel there are two options available in the US. 1) The Kawasaki Ninja 250 (87-current are all the same) and 2) Hyosung GT250R. Both are good bikes but go about things in slightly different fashions.

The Ninja is a water-cooled, parallel twin engine with a six speed transmission and the Hyo is an air-cooled V-Twin with a five speed transmission. That's a VERY simplified version of the differences but I'll let you do the rest of the research on the two.

Do you guys have the ZZR250 over there?

It looks a lot better than the Ninja 250 - here I'll post some pics

ZZR250 HERE

NINJA 250 HERE

In australia we also have these haha these are the premium learner bikes
HONDA CRB250RR (With TYGA Bodykit)

And these, but its hard to find a good example
Kawasaki ZX2R

We have great learner bikes, because over here, you cant purchase and ride anything above 250 , or anything above 600 cc (dependant on power to weight ratio) Legally for 2 years
for one year you have to display L plates to show you are a learner, and for 12 months P plates for provisional.

Nope, with the US's easy motorcycle licensing policies allow you to buy whatever you want whenever you want so there's no good small cc bikes other than the Ninja 250 (you can get the ZZR 250 in Canada) or the Hyosung GT250R (or UM 250R that's a rebadged Hyosung)
