Default Out of state MSF?

In NY where I live an MSF course runs around $350 but in PA (borders 15 mins away from me) its free. Does anyone know if I could take the PA MSF course despite being a NY resident?

Looks like NY does NOT accept a completion card from another state:

Usually MSF certificates are only valid in the state issued. Each state subsidizes the cost to a different extent (looks like NY is zero and PA is max). I think you'd have a hard time registering in PA with a NY address anyway.

Actually, lots of states accept certificates from other states. Sometimes they also require a letter from the training center. Texas, for example requires a letter stating the score the student recieved on the written evaluation. DC takes Maryland without a peep.

It's best to check first.
