Okay, I just nominated myself for the Functional Jackass Award...for not taking the cute little caps off of the multimeter probes  . Okay, now the battery tests good: 12+ volts. Now I am starting back at square one.

The SSKS was bypassed by the previous owner. I guess the wiring could have gotten wonky; I'll check it out.
My flux capacitor is good; I installed new dilithium crystals just last week.

I think it kills the starter solenoid. I wrecked my fuckn brain trying to figure mine out after the valve check. Then I look over and my jump wire I put in a few years ago fell out.
Jumped them together, and bam, started right up.
I'm thinking you're having the same problem judging by your diagnosis.

My SSKS wiring has good continuity so, that's not it. It's fucking weird. I've checked what I believe are the major circuits and all have good continuity. Battery is fully charged. Key switch and kill switch are good. I must be missing something.

fuck, I lost the bet...
alright, now it's starting to piss me off too..
let me see here...
GOT IT,
on top of your battery there are 2 identical relays. One is for the headlight, the other the starter. Switch them. If your headlights don't turn on it's the relay.

If you turn the key, of course you're going to get nothing! You have to push the button, too!
Try checking your muffler bearings and top off your blinker fluid, as well!

I see only one relay, on the left side of my battery; it is similar to the General Relay. I have two fuses on the left side of my battery.
