Man, we have a tech section in the open forums that is frequented by many people who know throughput rates and CIR. You'd probably do better posting this in there.

and are you sure you have a CIR of 15Mbps?

no, you likely won't notice....

and you will probably end up with higher service anyway, as verizon is upgrading people in my area for no reason.

(actually, the reason is, the co equiptment will run the higher speeds without loss to the whole)

i am a former C&P Telephone/Bell Atlantic/Verizon outside technician... so, to be taken with a grain of salt.
