From what I've heard, any military base you land on will have similar requirements. Their insistence may be a little stronger.

On the header wrap, the trick is to soak it for about a half hour before wrapping. Wrap overlapping about 1/4 to 3/8". I use saftey wire to secure the loose end but they make metal zip ties that you can use as well. Then let it cure for a few heat cycles to full temp.
