No, not in any great numbers at least. The locals probably won't allow it.
After the big earthquake in Kobe 10 years ago, the US Govt offered to send a hospital ship to Kobe to treat people and the local government refused because they didn't want a "warship" in their harbor.
During the same incident, MCAS Iwakuni also offered to send up a water purification truck to provide drinking water, but that was also denied because it was "military." Eventually the US consulate, which has housing in the area, requested the truck for its own use. The truck went, but the local government ordered that no Japanese citizens be allowed to get water from it. Better they go thirsty than take it from us. Rumor has it that the marines weren't checking passports when they passed out water and some locals weren't asking who was making the water....
Virtually the same thing happened after a big train wreck in Osaka last year. The Japanese Self Defense Force (Army) has a huge miltary hospital 5 miles from the site that was totally set up for the kind of injuries the people on the train sustained. However, becuase the local government thought it was inappropriate to take help from their own military, they refused to send any patients there (despite the fact the hospital set up a triage line and was awaiting them) and instead sent them to other hospitals all over the region.
With an earthquake the Japanese SDF will get involved, but I doubt they'll let us help.
