For anyone PCSing to Japan and bringing a bike:

If the motorcycle was manufactured after July 1999, you have to obtain a Certificate Of Conformity to Technical Standards of the brake systems from the manufacturer.
(This is just a letter).

If the motorcycle was manufactured after April 2001, you have to get an emissions test (costs approx. $1200.00, yes that is the correct amount)

I have seen bikes sit for three years because of the second part.

Yokosuka Navy Base:
Longsleeves
Long pants
Over the ankle
DOT Full or 3/4 helmet
Glasses/goggles if without visor
Reflective vest all times
Motorcycle gloves

Default Andersen AFB, Guam

Same clothing standards apply for Andersen as most bases, what gets new riders is that if it's your first bike, it has to be under 600cc. Also, even if you have a regular license, Guam requires you to take their MSF test, because they claim theirs is better. So everyone just rides on a Guam learners permit, which you still have to have before you ca register a bike. They just do it to get your money because the government here is corrupt.

I received this e-mail today:

Quote:
Motorcycle accidents have precipitated this requirement to contact each of our 170 personnel directly to determine:

1. Who operates and/or owns a motorcycle.
IF YES to either THEN:

a. DO YOU HAVE A VALID MOTORCYCLE DRIVER'S LICENSE?
b. DO YOU HAVE A VALID VEHICLE REGISTRATION FOR STREET MOTORCYCLES?
c. DO YOU HAVE A VALID REQUIRED INSURANCE?
d. HAVE YOU ATTENDED OR ARE SCHEDULED TO ATTEND THE REQUIRED MOTORCYCLE SAFETY FOUNDATION (MSF) TRAINING COURSES, TO INCLUDE REQUIRED REFRESHER TRAINING AT THE INTERVALS PRESCRIBED IN OPNAVINST 5100.12H/7MAR2008?

If NO to question #1 then please indicate as such for each of your personnel assigned. If YES to question #1 then obtain answers to questions 1a-1d.
The "required interval" is 3 years, but if you take the required Sportbike course, that will count as your refresher.
