Active Duty must wear helmet at all times, in or out of uniform. No skin showing below the neck. Sturdy foot wear (doesnt have to be boots) You have to wear "contrasting colors" in the day time, if you dont you will wear a reflective vest or belt. If your in uniform you will wear a reflective vest or belt at all times day or night. You must have your MSF card on you at all times. No restrictions for for base registration for permenant party personel.
Civilans need to comply with all the above to ride on base but are not required to do any of them if off base.

Vandenberg AFB, most Naval bases in San Diego and Camp Pendleton follow the same as you've outlined above. Contrasting vest, etc.
The enforcement varies. I can ride onto VAFB with tennis shoes and be allowed on, where as the 28th (32?) Street Naval Station will not, nor Camp Pendleton.
Camp Pendleton has probably the most active MSF program in the DoD. You get a 30 day pass until the next class on base. Then you must pass visual (all DOT legal mods are checked...sorry, no flat turnsignals). You go through the course and then get a MSF card and a Camp Pendleton card. The Pendleton card is good for exactly 2 years. You must repeat the class at that point, although I think renewals are a tad easier. I don't know because I decided to just sticker my bike up at VAFB. Lets see what happens next time I need gas at Camp Pendleton.
Eglin AFB- pretty much the same as the rest. Reflective vest, no belts allowed, at night. They are pretty lenient on colors during the day. I wear skate type shoes with ankle skin showing alot of the time and I've never had them say anything in a year and a half of going through the gate daily. I've been nailed speeding (~5-9'ish over) on base and had them let me go b/c I was wearing full gear and my vest.
Ft Bragg requires you to have the MSF and motorcycle endorsment (no permit) before you can register for a post sticker. They require you wear a DOT helmet, full finger gloves, arms and legs can not be exposed and shoes/boots that provide ankle protection. You also have to wear at the minimum a PT belt diagnally over you right should or vertically on your back pack, day or night. They have never said anything to me about riding in uniform with my sleeve rolled up as long as I have everything else being the hassle it is to roll them up and down again.
Here at Edwards it's pretty standard among the other AF bases. Pants, gloves and long sleeves. I've seen guys riding around with no vest but they're most likely civilian and don't really care. Same with Grand Fork AFB, ND. Also, as long as you are wearing a brightly colored upper garment you do not have to wear the vest. Cheers...

Same regs as NAS P'cola. One thing I have had to deal with (that I do not like) is that at NAS Jax, sailors can get a temp base decal (every 30 days) and ride on base with only a Fla motorcycle "learner" permit as long as they can show prof of enrollment in a future MSF course?!?! I had a guy do this last March, total his brand new R1 in May, yet his class was not scheduled until OCT!!! They wanted to bust him, but I had to defend him because he did follow the rules.
Naval Station Norfolk..just keep it upright and have have a base decal! Seen many strange things in the month I have been here.
OPNAV 5100 Series does not maindate "over the ankle footwear, it's just a recommendation. I think the biggest problem is the "rent a cops" at the gates do not know the regs for motorcycles and look down on sportbikes. It takes me at least a full minute longer to get in the gate on a sport bike than if I were on a hog.

If you wipe out and get killed, Uncle Sam might not pay your SGLI to your family. So don't be stupid and cheat your family out of some money WEAR YOUR HELMET.

I am at Vandenberg right now and they are cracking down on guys not wearing proper attire. I was stopped at the front gate and asked where my reflective stuff was. It was daytime and I showed the gate guard my patches of reflective on my jacket. At night I always where my ICON Mil-spec.

Are they pretty strict with not letting people in the base if you don't have a protective jacket on in Edwards? It is toooo darn hot in this desert! I've never tried but i was going to.
As far as I know unless it is base rule as long as you have long sleeves they don't care other than that. Except for the contrasting color thing. When I go out I always have my ICON with me even if it is in my backpack or tank bag just in case I run into some A-Hole at a frony gate on a power trip.
Misawa AB, Japan both ON and OFF base, required at all times:
- Helmet DOT/Snell Approved
- Eye protection, face shield preferred, authorized impact resistant goggles. Eye/sun glasses are not considered adequate.
- Long sleeve shirt or jacket
- Lime gren or international orange, commercially obtained, reflective vest.
- Long pants of sturdy material
- Hard sole, over ankle boots or shoes
- Full-fingered gloves, work gloves not permitted
- Headlights must be on

actually its all your gear...and if you are hurt and found that were not wearing your gear then you may have to pay for your medical...it has been know to happen

Exactly. In a line of duty investigation, lack of even the reflective vest can bite you in the butt.

ok for those of you that dont know there are new navy wide regs
if you ride without full gear
helmit, gloves, jacket (min long sleeves) ,reflective clothing at night and dont have a MSF card and you wreck you will be brought up on charges sent to mast and pay ALL you own medical bills this came into effect mid way through the year and i have seen a few sailors taken up beacuse of it
and then all the local procedures
just letting everyone know as one of the airmen in my shop got kicked out after riding a dirtbike in his own backyard and wrecking he had never been on a bike before and had no gear so that got him for destruction of gov property and made him pay everything back to tricare
just dont want to see this happen to anyone else
