Default Rear Shock Loose

This question may make me look not very mechanically inclined but the air input valve that is connected to the rear shock moves back and forth [horizonally to the ground] and I was just wandering if this was supposed to be a slight bit loose because of the rubber fitting that keeps it from being directly on the frame. To be a little more specific this is where the rear shock is located and it is the peice where you can put air or release air from the rear shock. This peice is gold in color on the 600rr. I have tried to see if the bolts on either side were loose but they were not and I don't that you would tighten this anyway since it is the frame itself.
