I would be worried about the frame being bent. I would offer him 1500 (obviously its rediculous but you never know). when he says no ask him what he was thinking if he says 4000 tell him 2500 or 3000. (it always helps if you tell him you have cash in hand and that your willing to make a deal and pay him right away.

as far as parts I dont know

I would go online and research the cost to replace the parts broken, In this case all plastics, entire front of the bike, this way you can go with cash in hand and state with reason. I would say 1500 to 2000 tops essentially its a parts bike. If he filed insurance claim it probably is a salvage title and they have totaled the bike.

Shouldn't you worry about getting a license back?

And I don't think you should offer him anything for it. You don't belong on a motorcycle based on your history.

personaly i wouldn't buy the bike because more likely than not the frame is tweked some where and the bike will not ride right agian because there probalbly a reson that he is selling it and not fixing it. I would just asume that all it is good for is parts from the radiator back
