Default Rear brakes arent grabbing

A couple weeks ago my rear brakes would squeal a little bit when I would stop. I took the pads off and they seem to be ok. They are starting to get worn but should last this summer. So I cleaned the rotor and pads with brake clean. Put it back together and went for a test drive. Came to the stop sign and hit the rear brakes and they are barely stopping the bike now. Disc brakes are not rocket science, but I cant figure out what the hell happend. Its on a 98 Yamaha YZF 600. Any ideas? Maybe it is time for new pads.

If it was the first stop, did you still have the pads retracted up into the caliper? It could take several brake strokes to push them up to the rotor again.
