Default LOCKHART Windscreen Question

I went to install the windscreen and the two middle pre-drilled holes did not line up. I was wondering if it was suppose to be this way for some odd reason(I Highly doubt though) or if it is a defect or maybe somehow I messed up installing it? It was pretty straight forward remove old windscreen insert new one. Is this a common problem with windscreens or just my bad luck? I have never changed one before.

I am going to call the people who sold this product to me tomorrow, but I just wanted some input.

some manufacturer's....hotbodies comes to mind, just have fitment issues like this. not much you can do except send it back.
