Is there a puddle of oil or fuel under the bike or is the engine wet under the carbs? The condition you are describing can be caused by the carbs flooding while the bike sits over night. Basically, the cylinders are filling up with fuel and fuel will not compress so that is why it will only turn over a little at a time until the excess fuel is pushed out the exhaust valves.
Or you could just have dirty connections on the battery cables or the battery is getting weak. Charge the battery, take it to a battery store or auto parts place and have it tested. Clean the connections too.
