ok, does the bike really bog like it just flat won't rev higher but stays smoothly at 10k? or does it act like its hitting a rev limiter and bouncing off of 10k like it just dropped spark for a milli-second?
right off hand i'd say something's amiss with air, fuel, or spark. the only difference between revving it in neutral while stopped and revving it with a load on it is the load of trying to accelerate the bike. may not be getting enough of one of the three things listed to make enough power to still pull the bike past 10k while in gear.
