Default Problems With a Steady Idle

Ok..here's the story(mor in depth this time)

I got my bike back up and running after 2years sitting
with bad gas and a tank full of rust.
While I was away and the bike was sitting my brother tried to fix
it up for my return. He said the throttle was so stuck he couldn't turn
it and tank was rusted and full of "gas slimand growth"(his words)
He attempted to fix it up and he did a great job on the rusted tank.
He used Ospho Acid to clean it up and replaced the Float and Petcock.
that seemed to be the easy part...after new gas and a clean tank, etc
he attempted to start it up and get it running.
He said it took some time but it seemed to clean up and run smooth.
All this time he was messing with the Carb Idle Adjust and Throttle cables
to adjust idle.
He got ONE ride out of it and after that he couldn't keep it running without
running the coke...and if he added some gas(throttle) it would die
or sputter.
I finally made it back home and realized the carbs have to be pretty nasty
after sitting that long (without Stabile) so cleaned then and changed the plugs.
Now the bike rides great BUT I have a problem with the Idle.
I have not been able to find any vaccum leaks.
It runs fine after it warms up....after that my idle will not return unless
I down shift and put a load on the motor.
Even at a stop light if I rev the motor it stays at approx 3grand for 10 seconds or untill I put a load on it with the clutch in 1st gear.

Could this be a Carb Sync issue? Or since the carbs and throttle have been
stuck for so long and he was try'n to open the throttle when it didn't want to move...cause a pusher/puller cable problem? or maybe a mix of possible problems.....any advice is appreciated.

Bacially it idles fine till warm.....then idles high....i re-set the idle adjust
and after a few hours and stopping for gas or a beer I have it idle too low.
Anyone have a clue?

What did you do with the idle mixture screws when you were cleaning the carbs? Did you put them back in the same place?

If you want to eliminate the cables then just give the return cable lots of slack.

Check for an airleak at the intake boots. Spray a flammable solvent, like carb cleaner around the intake boots and listen for an RPM change. Also, if the bike only runs with the choke on, are you sure you the pilot jets and idle circuits are clear and not blocked?

I agree with Redstar. Sounds like you need to reclean those pilot jets and carbs.
while you have the carbs off try your cables and make sure thast they turn freely and lube them just to be safe. Just my 2cents.
