Before beginning any training session or competition, athletes need to be fully energized and hydrated. When both those needs are met, muscles are ready to work. i used to eat them while i was active in triathlons. this may sound weird, but i use to cut them in strips and place them on the crossbar of my bike and during the biking portion of the triathlon, i'd just reach down and peel one off for some energy for the run.
then they came out w/ the gel packs ... just put a few of those in my shorts or they would be handed out throughout the race and squirt ... good to go.
but now, i've stopped the triathlons and stay away from the powerbars and eat a balanced diet.

if all you are looking for is the energy take some type of caffeine "like" energy pill and a protein shake, the shake will make your body feel better when you're done working out and the energy pill or noexplode like drink will last throughout the workout with little to no calories

the power bar has protein as well, which is going to facilitate the slower release of the sugar in the power bar, so it will actually take about an hour and a half or two hours to completely release. I don't really think you should use them as a meal replacement or anything, but I've eaten one (similar product) with a piece of fruit and a glass of milk once in a while as a snack.
If you are looking for a before or after workout boost or recovery aid, i'd use the power bar after the workout for recovery... unless you haven't eaten in a few hours and you think you could use the energy for the workout, in which case i'd eat one half hour or so before a workout.

Goin Ape has got it right. It'd be better for recovery (assuming you're not eating it an hour or so before the workout).
Most meatheads I know don't eat anything pre- or during workout, but drink a shitload of water during it. Then they eat a protein-heavy meal immediately following.
I used to drink those ephedra-laden drinks during my workouts. Man did I shed pounds quick with that shit. Then afterward was a 40-50g protein shake in a can that tasted like a chalky cardboard slushie. I kind of miss those days, but I have a lot more quickness on the racquetball and basketball courts, now that most of my bulk is gone.

what are you training for? there are supplements that are far better than power bars. i don't think they're bad for you, i just think there are much better choices that can be made in terms of energy.
if we're talking about food ZX is right that real food is much better for you if you consume the correct foods. if you're looking for sustained energy consumption eat whole grain pasta. i know carb loading is a great way to fill your body with a lot of energy that it will burn the next day, or later in the course of a day if eaten early enough.
quick energy, eat an apple. these are good post work out to raise the insulin level in your body to stop your body from being catabolic.
**edit for re-reading the original post. it might be easier for us to help you if you let us know what you're training for. some people say "work out" and mean different things. if you're resistance training the pre-workout energy source would be something different from say... a runner's pre-work out energy source.
