There will be no substitute for hard work and a good diet. I'm not here to tell you that you need to change every eating habit you have, but if you include more fruits and vegetables, and moderate portions of protein (fish, chicken, and sometimes some lean ground beef, beans, tofu) in a day, you will get all the building blocks you need to add muscle. No need for spending money on supplementation, though you are about to get several recommendations for products that will promise to give you massive muscles...
Compound exercises, that is, exercises that use large groups of muscles (deadlifts, squats, cleans, etc) will help build muscle and cut fat quickly and effectively. In addition with some fat burn/cardio biking, running or elliptical (or however you want to get your cardio on), you will see long lasting results.

You should never have a "workout routine" if you want to get truely strong. Alternate between heavy and light reps, using the bar and hand weights, fast explosive lifts and slow smooth deliberate lifts, burnout sets should be worked in every so often. Keep your body on its toes.
This is a workout designed by old school body builder Bill Pearl. It is a great one for someone starting out because it doesn't take a crazy set of equipment and it works the entire body.

bill pearl... good post. If you are just starting into lifting, or getting back into it after a long time, that's a great place to start. The whole body workout on that chart and the ease with which it is done is good for a newbie.

Here is a couple links to books by Bill Pearl on Amazon for $25 or less used. These books have complete workout routines for beginners through body builders. You can pick a routine and stick to it for 4-8 weeks and then switch to a new routine for 4-8 weeks to keep your body on it's toes as a poster said before. Your body will get used to any excerise that you do for long enough, so it is important to change your routine often. Of course the problem is thinking up new excerises and routines that still work out all the large muscle groups. If you pick up one or two of Pearl's books you'll be armed with everything you need.
