it depends on what your normal resting rate is. In general, you can find out the percentage of your max heart rate those are by subtracting your age from 220 and timesing that by whatever percentage you want to find (so... 220-32 x .70 for 70% and so forth).
The sensors on the machine are fairly accurate, but only measure a heart rate for 10 to 15 seconds and then do the math. Ok on most occasions, but if you have any sort of abnormal heart rythym or you skip a beat every now and then it could be off a bit. They are good for knowing where you are at in terms of work load and are much better than the burned calorie counters that base off your age and wieght and inputed work load.
It's a good medium you can always check it against your own count. Take a measurement on there, and then check your own pulse for a full minute.

I think that they are pretty accurate. I keep my heart rate right around 130-135 on the olyptical. Too high of a heart rate is going to burn muscle as well as fat. I guess it would be a good idea to step off real quick and time your heart rate just to see.

i am of the opinion these monitors are not too accurate (at least my experience).
also, don't forget about the karvonen formula ...

i'm a fan of the karvonen formula, i figure if i'm gonna do some calculating, might as well be accurate.

well, i don't even bother with the treadmill (for one, i don't run indoors that often b/c it is super boring, and two, with the vibration and sweat, i wouldn't even trust it).
but for the elliptical, i believe it is way off, for me at least. i'll be 20 minutes into it drenched w/ sweat and breathing heavily, and it tells me my heart rate is 95. i haven't measured my own heart rate at that moment, but after my time has ellapsed (30 minutes), then i'll check it when i'm stationary and can get a good feel on my pulse, my HR is 145.

Yeah, that sounds like just your machine - not all of them. When I am really working hard it tells me 160-180
