didn't realize rearsets came in that many pieces. But I guess it makes sense for partial replacements.

Hah! I don't need to justify it. I dare you to survive a 35 minute commute, in the rain, in Orange County. Granted I see a few here and there that do it, but it's not worth it in my opinion.
I also guess I should have phrased that differently. I have no issues riding in the rain, I've done it a few times, but I won't commute in the rain.

Commuting in the rain isn't as bad as you think. Just plan accordingly.
What's the big deal with getting wet anyways? People all over the world don't have cars and get by just fine. We are spoiled in America by this notion that we can't get wet or ever be cold or hot.

I think what he's trying to say is, the people around drive poorly in the rain, and he'd rather not chance being in an accident. Getting wet is not the deciding factor when choosing to leave the bike at home here.
