Default theft recovery and title info.

So i've finally found the bike i want, however, the guy sais it is a theft recovery and has no title. Then he goes on to inform me i would most likely have to buy a frame with a title and switch everything over (and for the price of the bike and a 1500 dollar frame it still seems like a good deal!). Is there an easier, or cheaper way to go about titling this bike?

go see the bike and write down the vin, tell him you are going to have it checked. see what happens
