When I lived in tahoe I would take the bike out as soon as the roads were clear. Couple things that help:
Glove liners. I stole the wool ones from my snowboard gloves. Wear 'em inside your motorcycle gloves.
Balacava aka ninja mask. Helps with the chin freezing. Or just wrap a t-shirt around your face bandito style.
4 shirt does the upper body, were you wearing thermals underneath jeans underneath bike pants? Also wool socks that your thermals and jeans are tucked into.
The above will do you right until it gets REALLY cold. After that you can consider heated gear. Or keeping the bike in the garage.

I took the bike out for a quick 5 mile run to show my friend the new bike. I had 4 shirts on and my leather jacket and gloves. I couldnt feel my hands on the way back, my chin was freezing, my legs were ice and the Puig Double Bubble does nothing to prevent any more wind buffeting than the stock windshield, and im short 5'8. I dont care what anyone says.
