need to know if I can run my GSXR 600 2004 as a drag bike without the instrument panel and install a shiftlight

Sure you can. The removal looks cleaner with only the shift light to focus on.

If you are doing it for weight reduction. You will not be losing very much weight. More importantly, front end weight does come in handy.
