Default California Emissions on 2002 F4i

Ok I'm new to sportbiking and just bought a 2002 CBR600F4i.(I live in Califronia) I was looking around the bottom of the bike and there is a black cannister about the size of a small coffee can with some tubes coming out of it. Can this be removed? If it is, is there anything I need to do afterwards? It seems to be kind of loose and just hanging there. Any help would be greatly appreciated.

Anything can be removed. I'm sure you could just buy and aftermarket out of Ca pipe and then short the O2 sensor, or get a computer that doesn't require that input from an out of Ca bike. How you gonna register it in Ca w/o that stuff though?
