Default rear directionals

I was pulled over this morning no not for speeding but because my rear directionals were not lit. The officer was very nice & I showed him the directional’s do blink when selected in front & rear but only the front stay lit as markers. I got a warning because I proved it was a new bike & I had no answer for why they were not lit like the front. I check my owner’s manual & it says nothing. My question is should the rear directional’s be on at all times & flash when a turn is selected or off then flash when a turn is selected? Any help thanks. This is a 2006 CBR 1000RR For as long as I can remember none of my bikes had rear marker lights/turn signals.

I guess he just needed to give a reason to pull me over, and check my paperwork. Made me think though
