Is there a surefire way to tell a real officer from an impersinator? ( Unmarked )
Besides getting pulled over and going into detail with badge number or anything like that. I mean from first glance.
A couple months ago I was harassed by some ass in a white crown vic trying to dramatically scare me, and just now there is a local report of an impersonator that looks like the same person I dealt with. I was 99% sure it was someone trying to fuck with me for several unprofessional reasons but theres that *what if* in the back of my mind that keeps me from doing anything to stop it.

take a CLOSE look at the car and see if you see equipment
(radios, spotlight,etc.)
not 100% foolproof but usually works

I travel around a good part of the country and all of the unmarked police cars I see have multiple lights around them. The grill, on the side mirrors, strobes in the headlights. When you see just one single dashlight or a cheap set of blinking lights in the grill I'd be suspicious.
Honestly, I think one of the first things to look at is the condition of the car. I've seen alot of used police cars driving by civilians, and they are older crown vics and caprices that have dulled finishes and rust spots. True poloice cars are very well maintained, shiny, newer cars.
Again, not a surfire way, but if I was being pulled over by a 1998 caprice with a dull finish and rust on the bumper, you can bet I would stop somehwere public and call the police ASAP.
Look for proper equipment such as forward facing radar, lap top, center divider and that sort of thing. Really though if someone wants to badly enough they can fake anything.
