not in all jurisdictions....
Here in Florida, once youre standing before the traffic magistrate, the citation can be amended as long as its done prior to being sworn in for testimony. The defendant or counsel can then request to have the court date reset to properly prepare for the new charge/change.
its no different than being arrested on a charge, and upon the states attorney review, feels there is probable cause for a different or enhanced charge, and having you create a supplemental probable cause affidavit for said charge.
