yes I do but there is only one place here that serves them and rarely do you ever see a patrol car there. With most newer officers also comes officers that are more health oriented that stick to a certain diet to avoid health problems on and off the job. Good question

Does paperwork really sometimes stop officers from enforcing the law?

I remember once watching Cheech and Chong, the cops didn't want to bust them because they would have to do paperwork and show up in court, all for nothing.

Hmmmm....I have seen it happen. Officer doesn't want to arrest someone right before the end of the shift because of the paperwork and that most depts' cap our overtime and we catch hell if we run over our shift. Most often than not we go ahead and make the arrest because the majority are professionals and don't mind the brass getting pissed off when we do our jobs.

Allright, I dunno 'bout down in Tennesee but up here we have cops (state, sheriff, township... doesn't matter) that are constantly running full blast with lights but no sirens. I don't mean flashing the lights to get you pulled over, that's just fine, and I understand not compromising your location when pulling up to a certain crime scenes, but this is a regular occurence I see. It just seems dangerous. My girlfriend (an EMT and firefighter... believe me, in with the local police) just says its to keep the annoyance down. But it still seems dangerous for everybody when they are haulin' ass through a busy town during the day without lights. Your thoughts or possible reaming on my ignorance... is this legal, safe, smart, worth the risk, and whatnot?

Are police officers allowed to speed, change lanes with out signals, not stop fully at stop signs, at all times, even when not on a call?

Cops doing this needlessly is assinine in my opinion. Going to call or legitimate call yeah run the light and sirens....but for fun and stuff it is dangerous for everyone. My dept. will send you packing for doing something like this and class it as official misconduct. By state law we are required to run both at the same time when moving through traffic.

We are only permitted to break traffic laws when the situation warrants it. But doing it for no other reason than to be doing it is against policy and the law. We do sometimes make mistakes and may forget to hit the blinker but we also have radios, cameras, firearms, now phones and a host of other things that might be going on at one time too.

For most officers there isn't a quota. For officers that work solely as traffic enforcement they do have a quota determined by their Sheriff/Chief. Many State Troopers/Police are evaluated by their ticket count.
