"Not required to have a safety", not "required not to have a safety". You know, like the 70 zillion revolvers produced during the last century.
California effectively banned the sale or import of like 80% of handguns made in the previous two decades, simply by adding an onerous and expensive "safety test". There was no way for out-of-production models to be tested, so they were instantly illegal. BTW, a S&W model with a commemorative etching was considered a "different model", so had to be tested separately.
