Not ducking anything. The statement is in the plan cited. How does one make guns child proof?
Extrapolating that to ask such a question is to advocate that no firearms have safety mechanisms or that fully automatic weapons should be allowed to be carried concealed is a bit of a stretch.
BTW, ownership of fully automatic weapons has been closely regulated since 1934, requiring a special "stamp" (tax), registration by the owner, and a background check. They are also banned completely in many states. Additionally, ownership of fully automatic weapons manufactured after 1986 is prohibited to civilians.
